We use Codeigniter as a backend framework. It`s the most popular framework of php around the world. In the system an admin can manage complete website without having a single line knowledge of coding or programming. This Blog NZ: Blog CMS allows multiple admin and multiple editor and user.
Everything gonna be recorded whatever a user / editor doing what inside the system. Editor have access to add user as user only. He/She can accept or update users but can`t delete from the system.
